oracle.com answers 403 to the bot user agent (robots.txt itself is 403 for bots; with a browser identity robots.txt allows /cloud/). Level 2 = same transport with a browser identity, no rendering, no premium credits. Sections: Commercial (~47 incl. Coming soon / Planned), Sovereign (EU Sovereign Cloud → isSovereign), Government (→ status restricted). The Multicloud tables (Oracle Database@AWS/Azure/Google) are partner regions and are skipped.
